Superman may offer Amanda Waller to Atlantis in order to prevent a war between them and the United States — with major consequences for the DCU.

A relic from Krytpton just fell to Earth, and most of the world’s governments aren’t happy about it ending up in Atlantis. With Atlantis’ possession of the genesis shard unsettling most of the world powers, tensions are beginning to escalate between the United States and the ancient underwater kingdom. A botched mission undertaken by the Suicide Squad has brought those issues to a boil, as both sides are on the cusp of all-out war. The Justice League is determined to calm the situation, and Superman believes he has a solution. He intends to offer Amanda Waller to the Atlanteans as the true culprit behind the attempted theft. If this ploy pans out, however, there will be consequences for diverting Waller’s attention elsewhere, both good and bad.
Two agents of the Suicide Squad infiltrated the genesis shard’s containment site in Action Comics #1033 by Phillip Kennedy Johnson, Daniel Sampere, Adriano Lucas and Dave Sharpe. Initially, this was simply a recon mission to confirm Waller’s suspicions about how dangerous the shard truly is. When their fears were proven true however, the infiltrators changed their mission parameters to steal the shard, knowing Waller would want it sooner rather than later. Before they could act on this impulsive move though, they were captured by Atlantean forces.
Now, this doesn’t mean Waller was intentionally provoking the Atlanteans. This was simply a recon mission, but by virtue of Waller being a government agent, the Atlanteans naturally assumed this was a sanctioned U.S. operation. This ramped up anger on both sides as Atlantis has now set up a blockade on key shipping routes for the United States. The Justice League knows that, in all likelihood, the Suicide Squad’s mission was done under Waller’s orders with no collaboration from other more official government leaders. But now, the proverbial cat is out of the bag, and both sides are prepared to fire upon each other.
This is why Superman tried to divert Atlantean attention towards Waller instead of the government she serves. If the Atlanteans want justice for the intrusion into their territory, then it’s only fair they get the one truly responsible for the transgression. But while Waller would be the obvious choice to suffer as a consequence in this deal, others could easily be caught in the crossfire of that decision.
Beyond her usual purview with the Suicide Squad, Waller has been interfering quite a bit lately in the affairs of the Teen Titans Academy and the DC Multiverse. Both are big undertakings, but they would be completely derailed if a kingdom that covers most of the planet started gunning for her. Waller’s no stranger to sending her squad up against foreign countries, but this has always been with the backing of her own government. It’s entirely feasible that if the Atlanteans take Superman’s offer, then the U.S. government might sell Waller out to avoid a war. And of course, the villains on the squad could get caught up in Waller’s machinations.
While Superman’s actions could stall Waller’s plans, they might ultimately make her even more determined to press on with her other various plots. Waller has always had a hard time trusting the heroes, but if someone like Superman sold her out to the Atlanteans then what little trust she does have in them would evaporate. It would be a confirmation of all of her worst thoughts about them. She’s already endeavoring to do what they will not, but this was a live and let live situation. The Justice League did their thing, Waller did hers. But by interfering in her affairs, Superman may have unintentionally sparked a war between his team and Waller.
