An Arkham City Villain Has His Own Plans For Fear State

In Harley Quinn #7, another one of Batman’s Gotham City villains takes advantage of the chaos of Scarecrow’s Fear State to enact his own plans.

Even though the Scarecrow is the primary villain of Gotham City’s current “Fear State,” another villainous resident of Batman’s city has taken it upon himself to enact his own scheme in the midst of the chaos.

In Harley Quinn #7 (by Stephanie Phillips, Riley Rossmo, Ivan Plascencia, and Deron Bennettte), Hugo Strange has set his plans into motion to take control of the city, using Scarecrow’s grand experiment to permanently taint the legacy of the heroes of Gotham.

Strange’s plan takes advantage of his obsession with Batman in a bold new way. It was previously revealed that he had a bat-suit at the ready, and he now elects to put it to a strange new use. Dressing up as Batman in the midst of riots in Gotham, the villain descended upon the streets not as a savior, but a madman, attacking victims and rioters alike in the guise of the city’s greatest protector.

This is all part of Strange’s grander scheme to seize control of Gotham. His mind control drugs are already seeing great success, but there is one more key to gaining control of the city: Poison Ivy, who has built a massive garden beneath Gotham that has the potential to destroy the city should she be pushed over the edge. Knowing what a trump card that could be, Strange manipulated Keepsake into locating the missing link to controlling Ivy, no doubt intending to use the drug on her and take command of the garden and all its destructive power.

But having a weapon of mass destruction might only be an insurance policy. Strange admitted that his goal is to use the chaos generated by “Fear State” to permanently turn all of Gotham against the Bat-Family. His motivation stems from the belief that he is the true the hero of Gotham, and by destroying the reputation of the existing heroes, he can rise to the prominence and status he feels he deserves.

“Fear State” has presented a rare opportunity for Strange. In all the chaos, he believes that no one will notice what he is up. The usual heroes of Gotham are busy staving off the chaos consuming the city, leaving the deranged professor to take advantage of the situation in his own way. The only person who might stand in his way is the former villain Harley Quinn, and even she doesn’t even know what Strange is really planning. The path to victory has never been so clear for Hugo Strange, and if he is successful he may end up permanently tarnishing the reputation of the Bat-Family.
