After learning about the origins of her powers, Doctor Multiverse seems very similar to Darkseid.

In Justice League Incarnate #4 (by Joshua Williamson, Dennis Culver, Chris Burnham, Mike Norton, Andrei Bressan, Hi-Fi, Tom Napolitano), Doctor Multiverse finally learned the truth about why she was given powers. She was granted her gifts by the multiverse as a kind of defense mechanism. Doctor Multiverse exists to protect and heal the cosmic order that empowered her. While this makes her one of the most important characters in the DC Universe, it also positions her as a parallel to Darkseid. The two share many similarities in terms of purpose and place within the multiverse, yet are on opposing sides.
As the appointed protector of the multiverse, Doctor Multiverse can peer into the other realities, see where time and space diverged in places and created infinite branches of opportunity. Unlike most inhabitants of the multiverse, she is a singularity within it, being the only version of her across infinity. This is a trait she shares with Darkseid, something she mentioned during their first encounter. However, she referred to him as the same, yet something more.
This was not merely some hint at how powerful Darkseid has become, but rather the true purpose of his resurrection. If Doctor Multiverse exists to protect and heal the multiverse, empowered by the Light that created it, then Darkseid is the opposite. He exists to destroy it, having been resurrected by servants of the Great Darkness, a power he now, ironically, seeks to go to war with. What neither of them understood until it was too late was that they were brought into play as the latest soldiers in one of existence’s oldest wars.
Doctor Multiverse did not know the reason about why she was gifted with powers. Now, it seems as if the multiverse was merely using her to defend herself. Likewise, despite having been brought back to life by the Great Darkness, Darkseid never contemplated what the purpose in that was, his ego blinding him to the possibility that even his defiance was a part of its plan. In doing so, or failing to do so, Darkseid unintentionally gifted the Great Darkness exactly what it needed to complete its ancient agenda and destroy the multiverse, handing it the crack in the multiverse that would complete its doomsday weapon, the Oblivion Machine.
Both were brought forward by the ancient powers, whose intents they could never know until the time was right. One chosen to heal, another to hurt. Both unique and singular within the multiverse, perhaps giving them a perspective on infinite Earths that other heroes and villains simply lack.
As such, it is only fitting that the two would be drawn together by fate. Doctor Multiverse is a parallel of Darkseid, yet also his lesser. She’s actively admitted she isn’t as strong as him, but if she is the multiverse’s parallel to the Great Darkness’ Darkseid, then it stands to reason that she is not the only line of defense it has. This is also something she shares with Darkseid, who is now possibly only the opening salvo in a greater battle. Both have been used as the tools of higher powers, but they existed to shine a light on a shadow war going on behind the scene for decades.
