In Daredevil #35, the heroes of the Marvel Universe rally to help Matt Murdock, possibly placing themselves on the wrong side of the law.

The Marvel Universe’s superhero community has had a fragile alliance with the law in New York City ever since Wilson Fisk was elected as the city’s mayor. While Daredevil had temporarily considered overthrowing his lifelong nemesis, he decided to respect the rule of law, choosing to not actively target the mayor’s office as he continued his superhero activities. But with Daredevil now having broken out of prison and having earned the ire of the New York Police Department, Matt Murdock’s brash but heroic actions may have given Fisk the excuse he needs to effectively declare all superheroes operating in New York as outlaws, setting up the Marvel Universe’s next major crossover event, Devil’s Reign.
Matt Murdock was sentenced to prison for manslaughter after accidentally killing a low-level criminal during a routine patrol in Hell’s Kitchen and accepted a plea deal during his subsequent trial. While Matt was approached by the FBI to expose the widespread corruption in the prison perpetrated primarily by the warden, he was initially content on serving out his term to answer for his crimes. However, Matt broke out of prison after learning his hated nemesis Bullseye was terrorizing Manhattan with a cadre of murderous clones at his command. While Matt is able to put down Bullseye and stop the serial killer supervillain from claiming any more victims, this move comes with unforeseen repercussions, as seen in Daredevil #35, (by Chip Zdarsky, Stefano Landini, Francesco Mobili, Marcio Menyz and VC’s Clayton Cowles).
While Fisk initially attempted to go legitimate after taking office as mayor, he quickly settled his sights back on making Daredevil’s life a living hell, seeing the Man Without Fear as an extension of the chaos that regularly befalls New York City. After Daredevil exposed the corruption inside the prison and defeated Bullseye in Times Square, the NYPD were still determined to arrest Matt for breaking out of prison. This attempt is quickly rebuffed by the superheroes banding together to advocate for Matt’s freedom, but this unified front is sure to come at a steep cost.
Set to launch this December, Devil’s Reign has Fisk using the full powers available to him as Mayor of New York City to outlaw the superheroes and use all of his available resources to take them down. Teasers for the upcoming crossover event indicate that Fisk will hire supervillains and antiheroes to hunt the heroes across New York, in addition to the local law enforcement. And with Kingpin declaring open season on any hero that dares to operate in New York, the streets of Manhattan are sure to become a war zone as part of the mayor’s longstanding vendetta against the Man Without Fear.
In breaking out of prison, no matter his intentions and all the good he did, Matt has essentially given Kingpin the ammunition he needs to legally declare war on the superhero community.
With heroes like Spider-Man and the Fantastic Four preventing police from arresting Daredevil, there’s sure to be no love lost between the heroes and the police by the time Devil’s Reign begins. Daredevil has saved New York from evil but, in doing so, the Devil of Hell’s Kitchen may have brought hell down upon his fellow heroes.
