10 Characters That Don’t Need Superpowers To Be Evil

The Marvel Universe has no deficit of supervillains. It has powerful would-be gods like Thanos, sorcerous actual gods like Loki, and unknowable walking cosmic concepts like Galactus, Devourer of Worlds. Marvel has some truly powerful antagonists with all manner of motivations and abilities.

However, it doesn’t take superpowers to be a supervillain. In fact, many of the cruelest and loathsome villains in the Marvel Universe don’t have superpowers at all. They are intelligent, skilled, and ruthless rogues who work from the shadows to subvert the powers that exist and overthrow this world of heroes. These villains can do this without superpowers, magic, biological or cybernetic enhancement, or suits of unstoppable power armor.

10 Jigsaw Is Just A Vicious Killer With A Fixation On The Punisher

Jigsaw was once a hitman known as Billy “The Beaut” Russo who had his face carved up when he was thrown face-first through a glass pane by the Punisher. This led to a lifelong hatred of the Punisher that found Billy Russo improving his own skills and killing proficiency–after he had his face put back together like a jigsaw puzzle.

Since then, Jigsaw has been constantly at war with the Punisher and is one of the few foes of Frank Castle to have lived this long. He most recently joined up with an ad hoc Thunderbolts team employed by the Kingpin to kill the Punisher.

9 Boomerang Is An Athletic Man With A Unique Preferred Weapon

Frederick Myers first appeared on the scene on a mission to take down the Hulk of all people. Thanks to a high-tech arsenal of boomerangs and boot jets, Fred was at least able to befuddle the Hulk. However, he was no match for the Jade Giant in direct combat.

Since then, Boomerang has become a frequent foe for the likes of Spider-Man and Daredevil. He even tried to set up his own Sinister Six, but he was never able to get a regular sixth member. In more recent years, Boomerang has tried to reform and has even become a partner to Spider-Man (and roommate to Peter Parker.)

8 Shocker Is A Technical Genius Who Made His Own Power Gloves

The Shocker is one of the more mocked Spider-Man rogues due to his costume, lack of real power or skill, and gimmicky name. Herman Schultz is a skilled engineer who created his own “Vibro-Gauntlets,” which allow him to emit powerful shockwaves. He also designed a suit that keeps the feedback from causing him physical harm.

The Shocker has battled Spider-Man several times over the years to minimal success. His last major adventure found him being employed by the Black Cat, who had become a crimelord intent on owning Manhattan.

7 The White Wolf Has No Powers But Challenges The Black Panther

The White Wolf, whose real name is only known to be Hunter, was the adopted son of King T’Chaka and the adopted brother of T’Challa. Hunter was never meant to rule Wakanda and was instead given a higher-up position as part of the Hatut Zeraze, Wakanda’s national security force.

Hunter was jealous of T’Challa and thought him to be an ill-suited ruler of Wakanda. This led to many clashes between the White Wolf and the Black Panther over the years. When T’Challa put himself in exile and became the protector of Hell’s Kitchen, the White Wolf followed him to America and drew him into another duel.

6 Batroc The Leaper Is Just A Man With A Penchant For Jumping

Batroc the Leaper is a classic Captain America rogue who has battled Steve Rogers several times over his career. He has no superpowers–he is just a martial arts master who incorporates a lot of jumping and acrobatics into his motif.

Batroc has given Steve Rogers a combat challenge despite this, and he is no villain to be taken lightly. Batroc was recently press-ganged into a new Thunderbolts team that the Kingpin put together to fight off Knull’s symbiote invasion.

5 Reverend William Stryker Has Coaxed Armies Of Anti-Mutant Soldiers With Mere Words

Reverend William Stryker was a televangelist who viewed mutants as a demonic aberration that should be destroyed. He stoked the fires of mutant hate and led to even more persecution against the mutants. However, Stryker wasn’t just satisfied with words; he took action as well. He used machines and hypnosis to turn Professor Xavier against mutants, which led to an encounter with the X-Men and Magneto. After his plans fell apart, Stryker got desperate and tried to shoot Kitty Pryde, but was killed by police in the process.

Stryker has been resurrected, first as a cyborg and later through demonic ritual. These iterations granted Stryker superhuman powers, but, in his first incarnation, Stryker was just a man with hatred in his heart.

4 The Mysterio Has Challenged Spider-Man With Nothing But Illusions And Misdirection

Quentin Beck was a skilled special effects artist and aspiring movie director when he first appeared in Amazing Spider-Man comics. However, Mysterio turned to crime with the help of the Tinkerer, first staging an “alien invasion” which Mysterio used as a cover for his criminal activities. This ruse was uncovered by Spider-Man, which led to Mysterio’s hatred for Spider-Man. In one of his most famous escapades, Mysterio impersonated Spider-Man and went on a crime spree as the Web-Slinger.

Mysterio also targeted Daredevil for a brutal campaign intended to break the hero. He also tried to hop universes, bringing Peter Parker of 616 (the mainstream Marvel Universe) into contact with Miles Morales for the first time. Mysterio has since retired, but the peace of his normal life was disrupted by the villain known as Kindred.

3 The Mad Thinker Is A Unstable Yet Brilliant Scientific Mind

The Mad Thinker is a longtime Fantastic Four villain who has grown an obsession with Reed Richards. The Mad Thinker has a brilliant mind and created the Awesome Android, an ultra-powerful artificial lifeform able to mimic superpowers.

The Mad Thinker’s obsession with Reed Richards has caused him to think he really is Mister Fantastic in recent years. He spends his days now in an asylum, but a cybernetic uplink to one of his labs allows him to still operate while in a cell.

2 Baron Helmut Zemo Is A Widely-Feared Genius And Master Martial Artist

Baron Helmut Zemo is one of the most dangerous villains on Earth. He is the son of Nazi supervillain Baron Heinrich Zemo, who seemingly killed Captain America and Bucky at the end of the war (only to really put them both in suspended animation by accident). Helmut took up his father’s mask and moniker in his war with the Avengers and led a few iterations of the Masters of Evil.

However, Zemo’s greatest escapade came when the Avengers and Fantastic Four were seemingly killed by Onslaught, and the world yearned for more heroes. Zemo gave them “heroes” in the form of the Thunderbolts–who were the Masters of Evil in disguise. For Zemo, this was a new plan for domination, but certain members of the team wanted to truly become heroes and betrayed Zemo. Since then, he was gone back to his more traditionally villainous ways, becoming a frequent leader of Hydra. Zemo has done all of this with no true powers of his own–though his aging has been slowed by a chemical treatment invented by his father.

1 The Kingpin Of Crime Has The Supervillains Of New York Under His Thumb

One of the most powerful non-superpowered villains on Earth, the Kingpin of Crime, aka Wilson Fisk, is the ultimate name in organized crime in New York. He is a large man with a brilliant tactical mind, an eye for business, and the peak of strength available to a normal human being.

Kingpin has proven himself a threat to Spider-Man, Daredevil, and Captain America on several occasions. He has led the Hand in the past and is a skilled martial artist in his own right. These days, he sits as the Mayor of New York while still making hidden moves in the criminal underworld.
